WK Dickson promotes Carter Hubard to Wilmington Regional Manager
We are pleased to announce that Carter Hubard, PE, has been promoted to regional manager for the Wilmington, NC office. Carter assumes responsibility for the operations in the Wilmington area and will play a significant role in directing much of the growth of WK Dickson’s overall infrastructure consulting services in eastern North Carolina.

Carter was most recently a program manager for the water and wastewater group in Wilmington. He has more than 25 years of professional water resources engineering experience on a wide variety of projects including water main planning and permitting, hydraulic analysis, route analysis, sewer system assessment and rehabilitation, wastewater treatment, and water supply wells. Most recently, Carter launched an internal podcast where he sits down with WK team members and discusses various topics, including lessons learned on WK Dickson projects, thoughts on recent events, and general internal insight. Additionally, Carter is actively involved in the Wilmington community through his work with NC-AWWA-WEA and the North Carolina Beach, Inlet & Waterways Association as well as volunteers his time as a football coach at the New Hanover High School.
Carter received his master’s in civil engineering from Villanova University, his bachelor’s in civil engineering from the Virginia Military Institute, and is a licensed professional engineer in North and South Carolina. Additionally, he is certified in NASSCO’s Pipeline Assessment and Certification (PAC) program.
